James T. Graves is an environmental attorney with more than a decade of experience guiding clients through the legal, scientific, and strategic dimensions of cleanup, liability, and climate regulation. He has represented ports, utilities, manufacturers, developers, and Alaska Native corporations in some of the Pacific Northwest’s largest and most complex site matters. Known for his clear thinking and collaborative approach, James brings both legal insight and practical strategy to every engagement.




Assisting major Washington public port on both remedy and cost recovery issues at CERCLA/Superfund sediment “mega-sites” and associated upland cleanup sites under Washington’s Model Toxics Control Act (“MTCA”)
Co-leading representation of Northern Idaho mine owner in CERCLA federal court litigation regarding acid mine drainage
Advised “Magnificent 7” tech company on liability/cleanup issues for data center site acquisition
Represented global advanced composites technology company in negotiation of MTCA consent decree with the Washington Attorney General’s Office
Researched and drafted successful motion to dismiss CERCLA claims in federal court litigation on behalf of railroad tank car owner in East Palestine, Ohio, derailment matter
Represented major forest and paper products manufacturer in negotiating agreement with Yakama Nation regarding Columbia River cleanup site
Advised major Seattle-area steel manufacturer on Washington greenhouse gas (“GHG”) emissions reductions laws and regulations

Background
Before his law career, James worked in documentary television production and pursued doctoral research in Indo-Tibetan Buddhist history.
He lives in the Seattle area with his wife, two sons, a labradoodle, and two Russian Blue cats. Outside of work, he enjoys hiking, pickup basketball, and strumming the few guitar chords he knows.
